Eine Millionärin kehrt um die Jahrhundertwende aus den USA nach Wien zurück, wo sie einem Ministerialrat die Lebensgeschichte der Prostituierten Josefine erzählt. In Rückblenden sieht man Kindheit und Jugend des Mädchens, das früh sexuelle Erfahrungen gemacht hat. Nach dem Tod der Mutter muss sie sich Männern anbieten und steigt bald zur begehrtesten Prater-Hure auf. Dabei wird sie mit der Doppelmoral ihrer Freier konfrontiert, die nach außen hin die Prostitution verurteilen.
