Im Jahr 2015 wird Sarajevo durch eine Atombombe ausgelöscht. Die Industrienationen beschließen aus Angst vor dem Terrorismus daraufhin, die Freiheit der Bevölkerung für mehr Sicherheit zu opfern.
Während dadurch regelrechte Überwachungsstaaten entstehen, tobt in den Entwicklungsländern zunehmend das Chaos. Als die Welle aus Bürgerkriegen und Völkermord immer größere Ausmaße annimmt, wird Captain Clavis Shepherd von den Special Forces zusammen mit seinem Team auf die Jagd nach dem mysteriösen Amerikaner John Paul geschickt. Wo immer er den Regierungen der Welt seine Dienste anbietet, bricht wenig später eine Hölle aus Krieg und Gewalt los.
Schnell verfolgt Shepherd eine heiße Spur in Prag und vermutet, dass John Paul nur durch eine besondere Sprache diese Blutbäder auszulösen vermag. Doch kann tatsächlich ein Mann allein die Welt aus den Angeln heben?
