It operates on three levels: as a protective norm of international human rights, as a regulator of competing criminal jurisdictions, and as a procedural guarantee in international criminal law. Based on the normative understandings of the principles of law theory, these very different manifestations are analyzed and possible trends in the development of law are identified.
