The Belt & Road Initiative was first put forward by general secretary Xi Jinping in the keynote speech at the Bo ao Forum for Asia in 2013, and was further elaborated during the same year when he visited ASEAN and Central Asia. The Silk Road Economic Belt and the twenty-first Century Silk Road proposed in March 2015, elaborated the concept of Belt & Road development, and also planned the domestic development concept.
